I have the latest Firefox version 3.0.7, and will still not install, which begs the questions: (a) how was this tested by the developer, (b) what's the point of this add-on if nobody can use it?, (c) can the add-on be made "by the book" so it installs?

This is because your firefox version is not compatible with that extension. I hope the programmers will develop the new version soon.

The gchatalert would be a great add-on to Firefox, but each time I try to install it, Firefox stops the installation in the middle, popping a window that says "Incompatible extension. The installation will not be allowed BECAUSE IT DOES NOT PROVIDE SECURE UPDATES".

I have no idea what this means, but perhaps you could make sense of it?

I sure hope so. Gmail's chat notifications definitely s u c k and I can't understand why some clever programmer can't come up with a way to make the browser tab at the bottom of my screen turn a bright orange color when there is incoming chat message, just like AIM.
